<span style="color: #1d2129; font-family: inherit; font-size: x-small;">I'm opposed to burying nuclear waste in my hometown because w</span><span style="color: #1d2129; font-family: inherit; font-size: x-small;">hen you research outside of NWMO's glossy pamphlets, you discover a whole other side of the Nuclear industry. You may be able to eat off their facility floors, but that's not the case in other places, like Hanford, WIPP, Chernobyl, Fukushima, Port Hope, Elliot Lake... The industry has dumped their radioactive shit into Lake Ontario, and since 2011 it has been pouring into the Pacific Ocean with evidence reaching the BC coast. </span><br /><br /><span style="color: #1d2129; font-family: inherit; font-size: x-small;">Outside the glossy NWMO pamphlets you discover a community </span><span style="color: #1d2129; font-size: x-small;">in the</span><span style="color: #1d2129; font-family: inherit; font-size: x-small;"> North West Territories nicknamed "the village of widows". Radium miners who died of cancer but they are not included in Nuclear Stats because their cause of death has been denied by the Canadian Government. When you look at the stats for Chernobyl you'll discover that the industry has included a handful deaths instead of the Million that were actually effected by the disaster. They keep their safety statistics looking good by denying what the rest of the world knows is the truth. </span><br /><br /><span style="color: #1d2129; font-size: x-small;"><span style="font-family: inherit;">Dr Frank Greening, a retired OPG scientist came out to the newspapers in 2014 stating that OPG and NWMO submitted </span>their DGR<span style="font-family: inherit;"> safety case using data estimates</span></span><span style="color: #1d2129; font-size: x-small;"> that </span><span style="color: #1d2129; font-family: inherit; font-size: x-small;"> are "significantly underestimated ". He says that OPG and NWMO have ACUTUAL data but chose to use the understated estimates instead. OPG was ordered to resubmit their case and although Dr Frank Greening was once a trusted Nuclear Employee, OPG's and NWMO's safety case lives on. </span><br /><br /><span style="color: #1d2129; font-family: inherit; font-size: x-small;">Linda Keen was once thought competent enough to earn the title as President of the Canadian Nuclear Safety Commission, but when she did her job and shut down a nuclear reactor for safety reasons, she was fired. The nuclear story is that she overreacted and was </span><span style="color: #1d2129; font-size: x-small;">completely</span><span style="color: #1d2129; font-family: inherit; font-size: x-small;"> wrong. The public is lead to believe that there was no safety issue with the reactor. </span><br /><br /><span style="color: #1d2129; font-family: inherit; font-size: x-small;">Keep digging because the stories don't end.... WIPP- a DGR in New Mexico failed after 15 years contaminating </span><u style="color: #1d2129; font-family: inherit; font-size: 13px;">17 surface workers</u><span style="color: #1d2129; font-family: inherit; font-size: x-small;">!! HELLO!! Nuclear Safety is a complete illusion. What we </span><span style="color: #1d2129; font-size: x-small;">actually</span><span style="color: #1d2129; font-family: inherit; font-size: x-small;"> have is a Nuclear Industry backed by political friends who </span><u style="color: #1d2129; font-family: inherit; font-size: 13px;">deny</u><span style="color: #1d2129; font-size: x-small;"><span style="font-family: inherit;"> the genocide that has actually transpired in communities across Canada. They've </span>tweeted<span style="font-family: inherit;"> stats and buried testimonies. The worldwide concerns of anyone opposed are ignored (it does not matter what </span>their<span style="font-family: inherit;"> level of education or background). Once something is contaminated, they can't fix it; they can't clean it up. I made a comment on the CNSC's post a few days ago. This morning, I tried to access my Facebook account and found that I was logged out. To access my account, I am now being required to upload my ID. Oddly (through another Facebook access), I have found my CNSC's post gone and replaced with Jaro's.<br />

Our Mayor and Council got us involved with this "Learn More" process and for those of us who are opposed, it sure has been frustrating . Besides being followed around online by these paid nuclear discredit-ors, the opposition have been at a constant disadvantage locally. From the pro-majority representation on the CLC, to organizing (and financing) our own speakers, to the constant ignoring of our SCIENTIFICALLY BASED and socially based concerns, to failing to record our deputations in the CLC minutes...<br />

And yes, I believe that radiation results in secondary cancers. It's all true. :)<br />

I started learning about Nuclear in the summer of 2011. It was a brand new
subject for me. There was a lot of discussion on the Facebook Group “Let’s
Rebuild Hornepayne”. We were told to keep an open mind, and I certainly did
that. I wasn’t put off by the word “nuclear waste” and I looked at all sides of
this to the best that I could. One of the major discussions had to do with safety.
Back in those days we all immersed ourselves in NWMO’s info. It seemed all
good and safe. There was a time I was for this. </div>

Hornepayne is in the “learn more process” which means they hope we are each
learning more about this. As my personal learning process continued I started
to see another side of this Nuclear Industry, a side not portrayed by NWMO. The
other side is the exact opposite of what the Pro-nuke people say. The research
results are different, the death counts are different, and the levels of expected safety standards
seem different. I found very educated experts who did not support the safety
claims of the industry. And now, instead of "what to believe" (science) it has been all about
deciding who to believe. </div>

The Science that supports Nuclear is often peer reviewed. This means industry
paid scientists confirm the results of industry paid research and the results
always support the industry. In the news recently it has been exposed that our
Canadian Scientists have been muzzled by the government. </span></div>

to radiation exposure, the long term effects are rarely accounts for. If you
research Chernobyl for example, you will find many different death tolls. The
effects of radiation may take decades before it kills; the industry often does
not account for these deaths. This is how the Industry keeps their death print
looking so good. </span></div>

the story about </span>Linda Keen. She was the <abbr title="Chief Executive Officer">CEO</abbr>
and President of the <abbr title="Canadian Nuclear Safety Commission">CNSC</abbr>
from 2001–08. (CNSC is the Canadian Regulator that oversees nuclear safety.
They will be overseeing the safety of the DGR.) When she shut down one of the
reactors for safety reasons she was fired! Continually I see that money is more
important than safely. </div>

<br />
Because this debate has more to do with, who are you going to believe and not
about science, we see more character assassinating than we do truthful
evidence. On our Facebook Group “Concerned Citizens of Hornepayne” there has
not been a single anti-nuke expert that the pro-nukers have accepted. It does
not matter what their degree or their level of expertise. Anyone who speaks
against nuclear is considered to be wrong and “uneducated”. Even Greenpeace is
not accepted as credible! Another popular name for those who oppose nuclear is “fear
monger” which I have found to be untrue. There are many educated people out
there who have valid reasons to disagree with what the industry claims. <br />
<br />
So that is where I am in this debate. Those who are not benefiting financially
from the Nuclear Industry do not accept this plan as being safe for the amount
of time that the waste will be active. On the other side, the story is the
exact opposite. Who are we to trust? For me, I trust the people who have
nothing to gain from what they claim. What they teach is not influenced by a
love for money. They have been persecuted by the industry and still they keep
to their story. I’ve considered their reasons and I find myself believing what
they say. There is no evidence of deception. On the other side, I see denials
of deaths (like Deline), a CEO in charge of safety fired for doing her job, and
denials of how far reaching accidents are (like Fukushima). The exposures of corrupt
practices cause me to mistrust. <br />
<br />
We are waiting to hear back from the CLC regarding a petition. It has been rumored
that if we can show, through a petition that the majority of Hornepayne is
opposed to this then council will withdraw from this process. If a petition
will be considered we will be circulating one soon. <br />

I'm praying for this Movement called "Idle No More". Our society is in need of knowing the Heart of the
First Peoples. Their ways are not our ways. We have a long history of
trying to kill "their ways" so only ours remain. If we were successful,
our Country's destruction would be guaranteed. In this time we need
to learn about "their ways" and honor them by restructuring our
Country's priorities to reflect their presence! <br /> <br /> I hear some speak
negatively about the road blocks. I look at it this way: the road
system is a "white man" system and they're causing little chaos
compared to the chaos that has been caused to their systems. We know little about the chaos that we have caused because we still know little about "their ways". Their Heart is for the Land- they Love the Land. It's sacred to them. <br /> <br /> Our Country is in danger right now and
it will be as long as the economy is our #1 priority. It should be A
priority but it shouldn't be governing all our decisions. I'd like to
see the protection of our land and water as the #1 priority in Canada.
Keep our land safe and then make money. We need "their ways" to

years go we were all so passionate about our little town in the North.
We were united in our desires to "Save Hornepayne" and to
"Rebuild"..what's happened since then? Instead of working together and
moving forward, we got side tracked by the prospect of an "easier" way.
In our quest to find "New Work" we stopped off at the "Casino". The big
numbers have us dreaming and NWMO is whispering in our ear hoping to
convince us to put our home into their slot machine.<br /> <br /> Nuclear
Waste is a gamble; it's not a solid economic plan. It doesn't involve
any amount of work, in fact all we have to do is put our town on
the line and take a huge risk with our future. In return we might "win" a
one time payout or we could lose it all. We do know it's a short lived
plan; a temporary project. The funds are a one time thing and not a
continued paycheck. That's the way it is with a gamble. If we want a
"paycheck" we will have to work for it. <br /> <br /> Our Mall had an expiry date
and now this project has an expiry date. Can we give up on the
temporary solutions and build something that will last and benefit many
generations? Can we build in a way that will bless our future
generations instead of cause them grief? There will be smaller risks to take along the way, but like we recently heard, "we should never risk more than what we are willing to
lose". </span></span></span></span></h5>

Letter to the editor, <br />

This letter is in response to the article “CBC Fair and unbiased?” that was
printed in the October 31<sup>st</sup> issue of the Jackfish Journal. <br />
<br />
As someone who is opposed to the Nuclear Waste I found some of the claims in
that article disturbing. According to Statistics Canada, there’s a total of
5600 Communities in our County. Out of all the communities only 21 chose to explore
this idea. We are told the benefits will be amazing if we end up as the “Host”
community, and yet 99.6% of Canada didn’t touch this “opportunity”. <span style="mso-spacerun: yes;"> </span><br />

Mayor Morley and Willy, the Chairman of the CLC, are displeased with the
negative slant that CBC took in their reporting. They claim CBC was unfair and
biased against the process that Hornepayne is in. They are displeased that CBC
didn’t ask any questions about the “potential economic development that could
result from being the ‘Host’ community”. Mayor Morley had many “inspiring
things to say about our community and our prospects for the future” but CBC was
not interested and those comments were cut. I can say that for many of us, the “benefits”
of this “opportunity” are not the focus. <br />
<br />
The Chairman of the CLC states that “referring to this as a ‘dump’ is highly
misleading.” What I think is misleading is the image that they want to portray
to our Community: a “high end”, “prestige” place for the burial of Waste. It’s
High Level Radioactive Garbage that the nuclear industry wants to plant in our
clean land. It’s going to cost the industry 26 Billion dollars to bury it here.
An expensive dump is still a dump. <br />
<br />
<span style="mso-bidi-font-weight: bold;">When Willy was asked if the DGR project
will be risky for the host community he immediately focuses the reader to the
benefits that may come as a result. “Risk is what one perceives it to be” he
says.<span style="mso-spacerun: yes;"> </span>And he also states that we live
with risk every day. But I don’t have to be an expert to conclude how bad this
stuff is. They want to bury it 500 meters in the ground- that’s about CN Tower
deep underground. What does that say about it? Nuclear Waste is solid therefore
it can’t leak, but the waste contains High Level Radiation which is neither
solid, liquid, or gas but it CAN leak and contaminate our environment. The DGR
is going to be a man made barrier designed to keep the toxic poison from
leaking into our land. This stuff will be active for 100,000 years. Have you
known man to build anything that can withstand that amount of time? The risks
are real and the benefits do not compare. <br />

<span style="mso-bidi-font-weight: bold;">Mayor Morley was asked about public
education to which he replied “That is the function of the LEARN MORE
process…”. The CLC was created to help our town with the learning process. In
their minutes dated May 3, 2012 it states</span>:<br />
<i style="mso-bidi-font-style: normal;"><span style="mso-bidi-font-weight: bold;">"Committee
voiced concerns that we are not keeping our committee activities public and
visible enough. The question was asked what can the committee publicize, what
will be the procedure and process to release information to the community? The
CLC would like to be able to publish on a local level the activities of our
committee. The publishing of upcoming events and information about our
committee activities, which will continue to engage the community, reassure
transparency and foster trust between the community and the CLC. The committee
will publish only information and activities of the CLC staying away from
factual information. The committee will continue to send all published material

This reveals to me that NWMO is being permitted to filter the
information that we receive in this learning process. I encourage you to get on
the internet and do your own research. We need to learn more than what NWMO is
releasing into our community. Do not rely on this one source. There are many
different voices out there that have different things to say about this
project. <span style="mso-spacerun: yes;"> </span>(You can start your search and

“In response to the question about the image of the
community that will eventually host the repository Willy stated that; ‘The
image of the host community will be something that all other communities will
strive for. Keep in mind that the host community will be the only one of its
kind in Canada.” This “opportunity” was extended to every municipality in
Canada and again, 99.6% of Canada did not view this as something that would be
good for their community. </div>

Canada is adopting the same DGR model as Sweden. Sweden is further along than
Canada. It was released last week that in their review of the plan, the Swedish
review board has found some “Major Shortcomings”. Here’s a quote from the
article:<br />
“<i style="mso-bidi-font-style: normal;">The Swedish regulator has found that the
Swedish industry’s nuclear waste burial plan is deficient in several key areas,
<u>and that it lacked the necessary information related to the long-term safety
of the project and the protection of human health</u>, and that further
research may be required to address information gaps related to the long term
integrity of the copper canisters that would be used to store the highly
radioactive nuclear fuel waste.”</i></div>

Yet we are continually reassured by our leaders that the
proposed plan is “very safe” and the risks are minimal. </div>

Willy states that “the nuclear industry is the safest most
highly regulated industry in the world”. And this may be true but when there’s
an accident, and there has been some, it’s considered a disaster. <span class="st">Three Mile Island in the United States, Chernobyl in the former Soviet
Union, and most recently </span>Fukushima in Japan are examples. The industry
is run by humans who occasionally make errors and it’s done in a world that is
not free of natural disasters. The facility that they want to build here is yet
to exist anywhere in the world. Maybe Sweden will have their facility built
before we do, but still we’re going to be the gunny pigs for this new technology.
Have you known man to typically get everything right on the first try? Hornepayne’s
future generations will be left with the consequences of our errors. <span style="mso-spacerun: yes;"> </span></div>

I learned last week that the committee that was set up a year ago to help educate the community is not working with NWMO but they are working under NWMO. They've allowed NWMO to filter all the information that the community receives. The committee has asked many questions over the past year yet they have agreed to stay away from releasing anything factual, and that includes any answers that NWMO has provided the committee. So far, answers to roughly 15 questions have been released to the community. There have been a few open houses where NWMO brought in their experts. Of course, we have been informed to direct all our questions to them. <br />
<br />
We need to come out from under NWMO. We can certainly learn about this process without them. Wouldn't it be better to have unbiased sources of information? But, can we really eliminate them? What would it cost us at this point? Well, NWMO has already created a few jobs in our community and they have rented a house. Members of the CLC have gone on educational trips with all expenses paid by NWMO. We're not obligated in any way, BUT if we CHOOSE to turn our backs on NWMO today we would be left without any funds to educate ourselves, we would lose the jobs and our committee would lose their office. <br />

It seems to me that Hornepayne is already taking the bait. It's true that we'll have the option to choose, but the longer we stay in this process the more it's going to cost us to say "no". portion of a prophecy- it contains an important principal for us.
Remember when the CAC did all those surveys and community forums? Before
our community's direction could be determined they were trying to
figure out Who Hornepayne is. As a community, what's our identity?
What's our strengths and weaknesses and how can we use those things for
our own betterment? When we know who we are then our purpose can be
identified. Once we know our purpose we can create the steps to put it
into action- thus we move forward. An action plan has already been
created. You can get a copy at the HEDC. <br /> <br /> Hornepayne is clean,
pollution free. We're hunters and fishermen. We're lovers of the
outdoors. Does Nuclear Waste fit with who we are? The only part of it
that we're connecting to is the money. If there was no money involved
we'd have absolutely no connection to it- None! Nuclear Power and
Nuclear Waste is a normal part of other communities. They live among it.
They're families work at the plants. They know Nuclear. This is not who
we are. <br /> <br /> Beware of this learning process. They want us to
learn to be something that we're not. Saying things like Scientist and
people with PHDs will join our community is a bribe that plays into our
identity. "With Nuclear Waste Hornepayne will be a smarter community."
And we want that as a part of our identity so we buy into it. <br /> <br /> Be Aware of the messages that are being sent out. If it seems to good to be true, chances are it is.<br /><br />Edit to Add:</span></span>I was just pondering this a bit more .<br /><br />It's true that we all go
off to college and learn something new. It's not that we can't learn new
things and become better as a result. I'm talking about the person who,
let's say was born loving kids and always wanted to be a teacher. It's
great if that person goes to school and does that. It's a tragedy (IMO)
if that person is motivated for more money and chooses a different path.
Money does not bring true happiness. Maybe at first it will seem great,
but it won't last because the real longings will continue to go
unsatisfied. That person will always desire to be a teacher. <br /><br />As a community I feel that we're doing this with Nuclear Waste.</div>

I think we all grew up with this deeply rooted into our being. Yesterday the "Let's Rebuild Hornepayne" Facebook Group was changed to a closed group. The reason behind it is not being disclosed but my hunch is that the admin wants to keep what is happening in our town behind closed doors.<br />

Here's a peak of what it's like to live in Hornepayne. <br />

A new subdivision was built in the 1970s. Our "Mall", which was boarded up 2 years ago was built in the late 70s and opened in 1980. For 30 years people went about their business. Our population decreased by almost half from then to now. A few years ago, being forced by the Government, we built a new water treatment plant which has turned out to be a money pit. We used to pay $400.00 a year for water and we now pay $1200.00 a year. The closure of our "Mall" left a huge tax deficit and it left the town without many services. In 2010 after the new Council was elected they passed a resolution to stop all donations from the Township because their money problems were that desperate. It's so bad that they can't afford to pay for an interact machine for the office. Many have asked about applying for grants so we can rebuild our community, but again we're told that we need money to apply and we don't have any. <br />

In comes NWMO.<br />
<br />
Hornepayne was one of the first communities to enter into the Nuclear Waste process. We are currently in a learning process so we can learn all about this before we make a decision. The NWMO has set up a Committee that was supposed to release information so we could be educated, but as it was seen in yesterday's post, they don't have much freedom in what they can share.We have been told repeatedly that we will have the option to choose if we want this or not. So far we don't have any other choice and I don't see that changing any time soon. Those who are for Nuclear Waste can't see that we will have a future without it and those who are against it can't see that we will have a future with it.<br />

It's been 2 years of yearning to rebuild our town but we can't seem to move forward. People continue to move and just this week another business has closed. After 5 or 10 years of this I'm sure we'll all be ready to sell out to Nuclear Waste. They say we'll have a choice. <br />

A Message to Hornepayne<br />

To move forward we have to let NWMO go. As long as they are here we will NEVER move forward. It's 10 or 15 years away and we're going to be kept in this state so we finally choose Nuclear Waste. It's just like being lost at sea; you know drinking the salt water isn't good but when you're thirsty who can resist? Well, after 10 years of this kind of Hornepayne living will you be able to resist? Rebuilding is going to take A LOT of work. Jody and I have been trying to build a business and the amount of hours has been crazy, so I know it's a lot of work. We're not going to find the desire to do this hard work within our community if a much easier option is perceived to be in our future. Our vision is being blocked by Nuclear Waste. It's a hindrance to our progress. It's deceptive in the fact that all their promises make you think we're getting somewhere, but we're not. <br />

made to think that if we want jobs, population increases, businesses,
ground studies, scientist, paved roads, traffic lights, this is the
answer and we'll never have those things without Nuclear Waste. It's the <u>only</u>
answer to everything we want. When it comes to our future our choice is
Nuclear Waste or what we have now (Nothing), and many rather have nothing than
have Nuclear Waste buried in our back yard. I said right off the bat, I
want options. If Hornepayne can have everything we desire without
choosing Nuclear Waste who would consider it? Other communities grow by
developing and following a strategic economic plan. They create a
vision and they take steps to get there. We're not doing this because we
have one thing in our site- Nuclear Waste. It's easy. It's free. Our leader can reap without lifting a finger. thing is the community was told that the liaison committee would be made up of
people who are both for and against this. We were told that both sides
would be represented. Are both sides
evenly represented? It doesn't seem to be and that's a BIG RED FLAG for
me. I would have liked to see a Councillor for and against, but instead

activities. To know anything we're told to attend meetings and no

the other day what the worse case scenario is. That's a question that I
would have expected the committee to have already asked and the truthful

NWMO so far. I await that reply. Surely the committee has asked a lot of
questions in the last year and yet our computer screens are not flooded

It seems to me the NWMO liaison committee is not permitted to release whatever they want to the public and yet I thought the committee was put together for that reason alone. The following was a question that was asked by the committee to NWMO. I's true that Nuclear Waste is not a liquid or a gas. But, it's not nuclear waste that we're concerned about- it's the High Level Radiation that comes attatched to the waste that the question was referring to. Radiation is not a solid, liquid, or gas and yet it CAN leak into the environment. In my opinion their answer was deceptive. <br />

I can't believe it's been a year since my last post. <br /><br />The Nuclear Waste project has been receiving some media attention lately. Our local debate started on Facebook (Let's Rebuild Hornepayne, Group) in the spring/summer of 2011. Our town is split for obvious reasons. The case for the project has been made. Canada needs a solution and there's billions of dollars waiting for the community who takes on the problem. The case against hasn't been so clearly stated. The best case scenario is out there but the worst case scenario is still quite mysterious.<br />

The first time I heard about this topic was at the Candidates nights during the 2010 Municipal election. A question was asked about our position regarding this issue. Not knowing anything about it, all I could do was state my values:<br />

The economy is very important, but the lives of our children are more so. Since the beginning I've waited for a balance of information. Are the risks worth the rewards? What exactly are the risks? So far it is being said that this is safe. the flaws in this design? It's nuclear waste, surely someone has some

<br />When it comes to CLUAH, our Municipal Council has decided to support "Option A". Mayor Morley stated that he feels all the options are flawed, but "Option A" is the closest to being fair. A letter is being sent to the Ministry to make their support known. Marg Zajac who was present at the meeting, said the letter will carry some weight with the ministry.

<br />If you are an apartment owner, you may not like the resolution that was passed last night. There will no longer be any water/sewer write-offs for vacant apartments. If the water is turned on to the building (at the street) you will now be required to pay a bill for each apartment weather the apartment is occupied or not.
<br />
<br />The CAC (Community Adjustment Committee) is a committee that works within the H.E.D.C. You'll remember back in the winter time they held a bunch of Community Forums at the Legion hall to ask the community what they wanted to see within the community. With that information, a Strategic Plan has been written. A draft was sent for Council's endorsement. The Strategic Plan contains some steps that can help move us forward. Now that Council has endorsed it, the Plan will be presented to the community.

<br /><span style="font-weight: bold;">There will be a Town Hall meeting held at the Legion on September 8th at 7:00pm. The reason for this meeting is to bring the public up-to-date on Council's actions since taking office on December 6th 2010. </span>

I can't see it being good for their business. Would you pay $1000.00 to fish in an area that is also storing nuclear waste? I wouldn't. I'd choose somewhere else- even if it is totally safe to the environment.<br /><br />And my second thought- I'll bet when the people of Hornepayne make their decision about the nuclear waste, they're not going to consider how that decision will affect the outfitters. Supporting tourism doesn't seem to benefit us much anymore.<br /><br />Weather the nuclear project is in our future or not, I have to wonder about the future of tourism. The relationship between town folk and outfitter has suffered much damage through the CLUAH Project. Can the outfitter really survive without the support of Hornepayne people? Now that the revenues are no longer being collected, expenses needed to be cut. Anyone who has experienced a cut in pay knows this reality.<br /><br />Approximately $265,000 of revenues needed to be recouped. The options were to cut expenses or increase revenues by increasing taxes.<br /><br />A large chunk was recovered from the Township's Wages expense. All employees willingly took a pay cut, and one staff member will be laid off. The town office will be closed on Fridays to save costs. The library board also cut their costs back significantly. Smaller cuts were made in every department. In the end, they were able to shrink the large deficit. Do you know they say money is the #1 thing that couples argue about? So if you're feeling upset, stressed, or even angry about our current financial condition, I would say that must be normal. With that said, try to remember that our Mayor and Council are not to blame for our financial state. They've been dealt a crappy hand, and so far they've done a pretty good job at keeping us informed. If you have any questions I encourage you to ask them! The public is just as responsible to communicate with our leaders as they are to communicate with us.<br /><br />Paul presented the idea to have a coffee and cake night. I may have misunderstood, but it seemed to me that he wanted to host event just so Council and the Public could get together and talk. The joke was made that the public would throw the cake at Council instead of eat with them, LOL. But seriously, Bravo Paul!! I think your idea shows heart for your community.<br /><br />Morley also gave some special care to an individual resident sometime in the past few weeks. OCWA dug to fix a water break at Gary Goulet's house. The rule is, if the break is on the road side of the shut off valve then it's OCWA's responsibility, and if it's on the other side it's the owner's responsibility. They discovered the break was just past the valve but on the owner's side. Morley, who was present at the site, had OCWA fix the break anyway.<br /><br />Bette Mulvihill has always taken care of the community garden. She put in request for a flower budget. As Mayor and Council were discussing the funds, Denis Mackie announced that the Fireman's Association would donate the money towards the project. The community garden will cost between $400.00 and $500.00! A big thank you to them!!!<br /><br />Marg Zajac approached Council to update them on CLUHA. A meeting is going to be held this Thursday in Wawa to review the 4 current proposals. After the Minister reviews the proposals, there will be an open house probably sometime in July. Marg also added that the MNR is "impressed with the people of Hornepayne", because we've sent so much correspondence. Good Job Hornepayne!!!!<br /><br />Please be aware that there are beaver traps around the Jackfish River and Cedar Point. These traps are necessary, but may be harmful to dogs who may be running loose. In an attempt to serve the spectators, Mayor Morley tried to deffer the session to the end of the meeting. Unfortunately the Town Employee's schedule did not permit him to stay, and the in-camera session was held at 7:00pm. Even though it didn't work out, it was the though that counts. Good Job Mayor! Most people returned when the meeting re-opened.<br /><br />Mayor and Council then met with the Curling Club executive regarding next year's curling season. The Curling Club executive were encouraged to "get the numbers" so Mayor and Council can justify the expense of the season to the tax payer. So if you are interested in keeping curling in our town, now is the time to join!<br /><br />Rhonda Dumoulin will be coordinating the soccer program this year. As in the past, volunteers are needed for this program's success.<br /><br />The Hospital auxiliary will be running their second hand store out of the arena for the months of May to August.<br /><br />A few months back, Lionel Hume put in a request to the Township to purchase a fuel tank and some other items out of the Northstar Center. He was told that the tank could not be disconnected from the building and the liability to re-enter the building was to great. Lionel recently noticed the tank was gone and when he reported it to the town office the office staff knew nothing about it. Further investigation revealed that the tank was disassembled by the Township at Morley's request and is now stored at the PWD. The integrity of this transaction was questioned, but Mayor Morley stated that he believes the tank is where it should be. Willy asked Morley if the tank was "part of the assets that they claimed" and Mayor Morley said that it was.<br /><br />During the week of April 18th, there should be information available to the public at the Town Office regarding the Nuclear project.<br /><br />My letter (below) was addressed, but unfortunately no answers are known at this time. Mayor and Council have assured that the questions will be answered at a later date. Why were these extra costs not known and accounted for in the original quote? </p> <p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt;"><span style=""><span style="">3.<span style="font: 7pt "Times New Roman";"> </span></span></span>Did the municipality have monies set aside for this project before hand? And how much Provincial and Federal assistance did we receive? What is the exact amount that needs to be recovered through the tax payer?</p> <p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt;"><span style=""><span style="">4.<span style="font: 7pt "Times New Roman";"> </span></span></span>How much debt has this project incurred, and how long are you planning on taking to pay that debt off? </p> <p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt;"><span style=""><span style="">5.<span style="font: 7pt "Times New Roman";"> </span></span></span>Before any construction took place, what did the tax payer pay annually for water? What will be the final annual price (assuming this will be our last increase)? </p> <p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt;"><span style=""><span style="">6.<span style="font: 7pt "Times New Roman";"> </span></span></span>Will this be our last increase? Are there any reasons to believe that this project will incur more debt? </p> <p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt;"><span style=""><span style="">7.<span style="font: 7pt "Times New Roman";"> </span></span></span>Why do some of the figures surrounding the project seem so mysterious? Why are they unknown? Why do we have to wait for OCWA’s auditor’s report before we can know if there will be an increase? What additional information does that report contain that the Town Treasures does not currently have? Are the costs of the project in the Township books or in OCWA’s? I can understand operating costs are governed under OCWA, but is there not a budget that they are required to adhere to? And if they have a need to go outside of the budget shouldn’t Council be made aware of that first? Maybe a clarification of the partnership between the Township and OCWA will help me to understand. </p> <p class="MsoListParagraphCxSpLast" style="text-indent: -18pt;"><span style=""><span style="">8.<span style="font: 7pt "Times New Roman";"> </span></span></span>Was the contractor hired by OCWA or by the Township? Who paid their bills, OCWA or the Township? What was the partnership/relationship between the three? Again, just trying to understand why the Township does not know all the figures involved in the project. </p> <p class="MsoNormal"> </p> <p class="MsoNormal">Regarding the potential tax increase: </p> <p class="MsoNormal"> </p> <p class="MsoNormal">At the meeting that was held in the gym last spring (2010) regarding the Northstar Center, the Mayor at the time stated that the costs to run the municipal services in the building were equal to the taxes they received from the building. I was under the impression that when the building closed it would all equal out. </p> <p class="MsoListParagraphCxSpFirst" style="text-indent: -18pt;"><span style=""><span style="">1.<span style="font: 7pt "Times New Roman";"> </span></span></span>What was the annual revenue that was collected by the Township from the Northstar? </p> <p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt;"><span style=""><span style="">2.<span style="font: 7pt "Times New Roman";"> </span></span></span>What were the total operating costs for all the services that were in that building?</p> <p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt;"><span style=""><span style="">3.<span style="font: 7pt "Times New Roman";"> </span></span></span>What are the current operating costs of the services that remain? </p> <p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt;"><span style=""><span style="">4.<span style="font: 7pt "Times New Roman";"> </span></span></span>It was stated at Monday’s meeting that $300,000.00 needs to be annually recovered through the tax payer because of the Mall closure. Are these figures included in the 300,000.00 or not? If not, will the figure be adjusted before an increase is decided upon? </p> <p class="MsoListParagraphCxSpLast" style="text-indent: -18pt;"><span style=""><span style="">6.<span style="font: 7pt "Times New Roman";"> </span></span></span>When will we know your decision regarding the tax increase? The vision that I have is not just physical re-building. It seems that because the mall is still standing, people are hesitant to build new. "What if the 'Old' Resurrects?" is of great concern. What's keeping many from re-building our town is the belief that if the mall re-opens it could possibly kill any new business outside of the building.<br /><br />Is the Mall in our future or not? That question belongs to our Leaders and we need them to answer it before we can move on. What I believe is presently being communicated is "we don't believe anyone is going to purchase the mall, but if that hero appears, then it's still possible." It's a slim chance, but it seems to be enough to deter new business builders. Is the Mall in our Future or not? "Maybe" is no longer an acceptable answer, we need a "Yes" or "No". If we say "Yes" then lets have a plan to support that, and if it's "No" then lets <span style="font-weight: bold;">move</span> in that direction. Hornepayne could possibly remain stagnant until we go in one direction or the other.<br /><br />What's needed is clear vision of what our New Hornepayne will look like. The business meetings themselves are being held to try and establish that. So be encouraged because we are on the right track.<br /><br />What was pointed out at last night's meeting, and I found very encouraging, was how much Bonnie Claveau and Randy Brown have invested into Hornepayne. They are the forerunners of the NEW HORNEPAYNE. They believed! Council decided to inform the Taxi Business owner of the complaint. </li><li>The long distance phone plan is outdated and they are in the process of reducing their monthly fees. Currently the Township pays for 13 phone lines.<br /></li><li>The Arena will close for the season on Monday April 4th.<br /></li><li>Our current building inspector submitted her letter of resignation. Council accepted her letter. Being a recent renovator, this news makes me sad.<br /></li><li>Tracey Gagliardi submitted a letter to inform Council that the figure skating carnival has been cancelled for this year. </li></ul>This is exciting: They inquired about obtaining the current Public School building and Annex. Their reply stated that the school would need 2.5 million dollars of repairs. As for the Annex, the school board has not yet decided if they will need the space or not. The possibility of obtaining the Annex will be looked at in the future. Gail Jeremy stated that she belives there is mold in the basement, and Heather (who is now head of Health and Safety) stated that she "would not touch that with a ten foot pole".<br />Mayor Morley's comment on the whole project was, "it's not dead, but it will not be easy."<br /><br />The next meeting should be on Monday Feb 21st (Family Day), a municipal paid holiday.
